Monitoring & Evaluation Officer

The Monitoring and Evaluation (M&E) Officer will provide M&E technical assistance to field offices and to headquarters.  This position is based in Chapel Hill, North Carolina but with intermittent field trips to country offices in Africa. 

Responsibilities include developing and implementing monitoring and evaluation plans for projects; providing ongoing oversight of M&E activities in the field; providing technical assistance to M&E field staff; assisting with technical design:  sampling frames, sample size, data analysis, writing up data results, preparation of reports; training in-country counterparts and field staff in selected M&E areas; participating in proposal development:  writing M&E sections (including PMPs with indicators) for project proposals; developing and writing up research design for special studies; assisting with creation of data collection instruments (mainly formulating  survey questionnaires and assessing reliability and validity of measures); and, performing data analysis and the write-up of results.

Requirements include a Masters’ or doctoral degree in Public Health or possibly social sciences; at least 3 years of proven M&E experience; experience working on M&E for USAID funded projects; demonstrated skills in quantitative data analysis and data management; experience in developing data collection instruments; strong writing skills in English; strong conceptual ability; comfortable multi-tasking:  handle multiple projects simultaneously, prioritize assignments; proficient in databases: a statistical database (e.g. SPSS), Excel, Word, Power Point; ability to travel internationally 20%-25%; and, experienced in qualitative data collection and analysis.  In addition, preferred experience and/or familiarity with PEPFAR and knowledge of other databases – web-based reporting systems, ACCESS.
